The Association of the Bar of the City of New York’s Community Outreach Law Program provides free legal assistance to the homeless through its Legal Clinic for the Homeless. The HIV Law Project provides free legal services and advocacy to low-income people living with HIV/AIDS. Its Housing and Eviction Prevention program includes representation of clients in housing court and at New York City Housing Authority hearings, as well as other advocacy.

The Legal Aid Society provides legal services to individual clients and groups of clients in many areas, including housing. The Legal Aid Society offers representation and advice to tenant groups and community housing organizations, as well as assistance to individuals with eviction cases, repairs, rent assistance, public housing issues, and Senior Citizen Rent Increase Exemption (SCRIE). Additionally, the Manhattan Housing Court Project provides housing court representation and assistance.

The Urban Justice Center is a non-profit organization that provides legal representation and advocacy to poor and homeless New Yorkers. Its Homeless Outreach and Prevention Project holds walk-in legal clinics at soup kitchens and shelters which assist clients with legal problems relating to government benefits, housing, and disability. The Community Development Project provides legal and technical assistance to grassroots community groups working for positive social change in low-income communities in New York City, including the area of affordable housing and tenant organizing.
